On November 13, 2024, the World Bank organized a seminar on “Building lifelong learning law policies to ensure equity for vulnerable labor groups.”

The seminar was attended by experts and speakers from the US, Singapore, the UK, Japan, South Korea, Thailand, Germany, and Vietnam. Among the Vietnamese speakers was Dr. Bui Phuong Viet Anh – Director of the International Institute of Strategic Management and Human Resources, CEO of EAS Vietnam, and International Senior Management Expert, along with other participating scientists.

Dr. Bui Phuong Viet Anh stated: The Lifelong Learning (LLL) Law plays a crucial role in building a civilized and sustainably developed society. This law not only supplements the formal education system but also opens up opportunities for comprehensive development for all individuals, especially vulnerable labor groups (Viet Anh BP 2024).

Dr. Bui Phuong Viet Anh also emphasized the importance of the LLL Law, proposing solutions and mechanisms for converting experience into skill certifications, and making recommendations to promote an equitable and effective learning society.

Notably, the solution to establish a Lifelong Learning Department is a significant step in institutionalizing and effectively implementing the Lifelong Learning Law. This department will be upgraded from the current Continuing Education Department, with significantly expanded scope and responsibilities. Not limited to literacy eradication, the LLL Department will assume a key role in developing strategies, policies, and implementing lifelong learning programs nationwide.

Experts and speakers at the seminar highly appreciated the solutions proposed by Dr. Bui Phuong Viet Anh, agreeing that the implementation of the LLL Law in Vietnam in the current context is appropriate and has long-term sustainability.

The seminar was a resounding success, bringing significant value and meaning to the country’s development during this period of integration.
